When you say 'dry and stiff' is it the pile or the foundation or both that is stiff? It could mean many things. In general an 'Antique' or 'older' rug should not be that way, on the contrary, they are soft. Could you give us more information as to the size, design?
And condition of the rug? That might help.

If it is the foundation that is stiff it could mean that the rug has been through some
Kind of 'flood' and was not properly dried. I have seen a situation like that where if
You tried to fold the rug, you could actually hear the 'wefts' cracking. In that case, there is not much you can do.
